Los Centros Regionales fueron autorizados a través de un programa piloto establecido por el Congreso en 1992. Los fondos y proyectos que consideren al Centro Regional como una herramienta para atraer inversión extranjera, deben obtener la aprobación previa del Departamento de Seguridad Nacional. Su solicitud inicial para tal designación, el Formulario I-924, debe identificar un área geográfica específica para el centro regional y proporcionar una descripción económica detallada de cómo la inversión de capital dentro del área designada, creará trabajos directos o indirectos. Esta descripción debe estar respaldada por un análisis detallado basado en herramientas de pronóstico financiero sólido y el Centro propuesto también debe proporcionar una predicción detallada del impacto regional y nacional del centro en cuanto a ingresos familiares, servicios comerciales, utilidades, mantenimiento, reparación y construcción dentro y fuera del centro regional. El Centro propuesto también debe describir su estructura administrativa y explicar cómo se promoverá para atraer inversionistas, identificar, analizar y evaluar proyectos de inversionistas, estructurar su capital de inversión y supervisar todas las actividades de inversión. El propósito de tal solicitud sería demostrar claramente cómo una petición I-526 solicitada por un nuevo inversor sería aprobable en un centro regional. Los Centros Regionales localizados en zonas de alto desempleo que califican para tal designación pueden ser respaldados por inversiones de $500,000 en lugar de $1,000,000.
